Does anyone know if their is a specific ventilation requirement for treatment rooms or a reference document that may be able to help.
Or has anyone had to do a risk assessment for a leg ulcer treatment clinic where there has been poor ventilation.

The specific requirements for ventilation are in HTM 2025: Ventilation in Health Care Premises. This was published in 1994 and reprinted in 1998, but as far as I know is still current (if anyone is aware of anything that has superceded it I would love to know about it). It specifies 10 air changes per hour for treatment rooms and, according to our estates people, requires mechanical ventilation with heating and filtration in order to comply with it, at some considerable cost. Not surprisingly, lots of treatment rooms don't comply.
