Pre employment screening of dentists as independent contractors

Can people please advise me of their practices, or views regarding pre-employment screening of GDP's with regard to Hepatitis B. I was under the impression that all dentists, midwives and surgeons should be checked, but have discovered that this is not happening in some cases. The view is that because they are independant contractors, and not employed by the NHS, DH guidance does not apply....................what do people think?
