reallocation of UNOPENED continence products in the community

What are peoples views on the reallocation of continence products that have been stored correctly and are unopened. For example if a patient is changed from one catheter to another but has several of the original catheters in their home, could the district nurses then wipe the packaging down and use them as emergency spares for when a patient is discharged from hospital without a supply? Obviously if it was from an infected patient this wouldn't apply and products disposed of.
