The white fluffy stuff that comes out of the kettle when its boiling is not steam but water vapour. Steam is the bit you get a few millimetres from the kettle's spout when its boiling, i.e. the colourless bit. My point being steam cools rapidly and therefore its cidal activity reduces. Cidal activity is also governed by length of exposure and penetration of steam into all of the item being treated. In steam cleaning exposure tends to be momentary and when treating soft furnishings like carpets penetration is limited.
