I've briefly looked at the regulations (see web address below) and whilst there are regulations affecting certain industrial processes hand hygiene is not mentioned. There does not appear to a directive prohibiting the use of solvents but regulations on the amount each type of activity can use. I'd be inclined to throw this back at your H+S team and ask them to provide the document(s) which state that alcohols are banned. My guess is it will go very quiet after that.
