Alcohol foaming rub

We recently tried an alchol foaming rub which appeared to be a nice product which was well tolerated and liked by staff. However the company tell me that the foaming rub is just 60% propyl alohol base whereas its 80% in the non-foaming rub that we currently use. Is there guidance/regulations as to the acceptable percentage for alcohol in hand decontamination products?
