IVDU and the use of alcohol wipes

Due to a problem we have had recently with our IVDUsers acquiring MSSA bacteraemias we have re-introduced the use of alcohol wipes prior to groin injecting. Unfortunately, clients are using the liquid from the wipes to 'cook up their substance.'
Does anyone know of an alternative wipe that would cleanse the skin in this situation?
